Make gvim menu display correctly for Win in zh_CN

Make gvim menu display correctly for Win in zh_CN.
It should be compatible for English and Chinese users.
As for European users, who use non-English Latin-character languages. 
Change line 167 as below to avoid potential garbled characters display
``set fileencodings=utf-8,latin-1,chinese,gbk,gb18030,gk2312``
